Guidelines to use Push Button Procurement

There are some guidelines or condition mentioned below to use Push Button Procurement

  • PBP (Push Button Procurement) on GeM is only allowed by bidding. L1 selection, custom bids, direct purchases and similar methods are not permitted.
  • The procurement total amount may not exceed ₹1,00,000, inclusive of all taxes.
  • The PBP (Push Button Procurement) may be used only in case at least 5 bids are received. The procurement is to restart using usual procurement methods if there are less than 5 bids received.
  • In the PBP method, no splitting of requirements to be done.
  • When a bid is invited on the GeM portal, the contract will be placed directly by GeM without any help of human intervention.
  • Where at least 10 sources are listed, this method will be permitted for that only.
  • It will be issued by the Finance Secretary.

Stepwise Process for Push Button Procurement

The Stepwise process for Push Button Procurement for buyer is as follow:

  • Step 1: Visit the official GeM Portal - https://gem.gov.in/ and login with your (buyer) user id and password.
  • Step 2: Search for the relevant product and services from the marketplace.
  • Step 3: Choose consignee location and make comparison between 3 products or unique OEMs and do add to cart as per the preferences.
  • Step 4: For PBP, the buyer needs to go for the “Create PBP Notice” option. Make amendments in quality as per the validation and also amend the days of delivery as per the preferences.
  • Step 5: Once above mentioned steps completed, PBP notice has been generated successfully and notified all the sellers.

    If there are less than 5 participants, this method will be canceled.

  • Step 6: Once the demand is approved. The buyer may see all the participations. (seller details will not be visible)
  • Step 7: Click “View Price Offering” to open financial evaluation for further inspection. Verify the OTP to see the L1 offered price. System awarded the L1 seller and their price will be shown there.
  • Step 8: As per Unit offered price will be checked on clicking details and the demand will be generated.
  • Step 9: At the end, the buyer will be verified with OTP for post checking the financial details and the order will be placed successfully.
